I have to say that when I use the Saturation brush with a positive setting it is usually to return some saturation in a colour that has been reduced by the Global application of negative saturation using the HSL sliders. In that situation you definitely see that it is different, I find that a level of 52 seems to be able to counter a negative 100 saturation using the HSL tools. Go anymore and you get some weird effects, I guess thats why.
