I really enjoy this photographers work and wondering how she gets that soft look. Is it Lens/light/editing all combined or mostly in editing? I look up soft editing video's for Photoshop, but that is not the right look.

She does nice work! I suspect that she selected (with a Feather) the area that she wants sharp, inverted the selection & then applied a blur filter.
Maybe more than once. This is the selection tool that I use a lot: Selecting areas in PS.
