I upgraded to LR6 when it first came out, but haven't had a chance to use it until tonight. I went through my normal workflow which is to import my photos and generate 1:1 previews on import.

After this completed I went to cull my photos and whenever I click on a photo in the develop module the picture on the screen changes after a split second. Basically it looks like it is over saturating the photo. I wouldn't expect anything to change since the previews are being generated on import.

If I click over to another photo and back nothing changes. If I close LR and re-open I see the same behavior. Any ideas why thins would happen?

Sounds like your LR has some odd (or just not to your liking) defaults set, which are being used to process the previews. First place I would check is Develop > Camera Calibration to see what is set there. Also try resetting to defaults with Ctrl+Shift+R.

camera calibration is set to adobe standard which I think it was always set to. On my 5dm3 I have everything set to neutral in pic styles. Odd. Need to dig more. thanks

You have a couple misunderstandings:
1. 1:1 previews and the smaller previews made during importing are not used by Develop, only by Library, Print, and Book. Develop uses data read from the Raw file and temporarily stored in the CR Cache folder as a basis on which to build its own previews.

2. Whatever's set for Picture Style, etc. in the camera means nothing to LR, but Neutral P.S., which is low contrast and saturation is being used for the embedded jpg, which is the first thing that appears on your screen until LR creates the preview.

Try setting Calibration to Camera Neutral.

I've always read that previews are used in the develop module. Adobe says so as well:

I think my issue may actually be related to LR6 now using my GPU. Messing with drivers now.

I didn't write that Develop doesn't use previews. Of course it does. I wrote that it doesn't use the
same
previews as those made during import. It makes its own. In the link you posted scroll down to the bottom of the page where it talks about the Camera Raw Cache. If you want to get technical about it, the Library previews are jogs in the Previews.lrdata folder but it would be hugely inefficient if Develop were to write new previews to disk after every time a slider is moved, so Develop previews are only in RAM and only when you exit Develop is a new, revised Library jpg saved to disk, overwriting the old one.
