Well I've recently returned from a business trip to Moscow and almost every taxi I went in without fail had the driver with one hand on the wheel while holding his Android mobile 'phone in the other and speaking into it to obtain SatNav instructions to drive me to my destination.

He then continued the journey clutching his 'phone in the hand that wasn't holding the steering wheel while listening and looking into it while driving.

And this even when the destination was a well known hotel or some other attraction, when I had spoken the address and shown him the address in text format or on a map with my iPhone before I got in the car or from the back seat before we moved off.

All that didn't stop me being taken to the wrong Radisson Blu hotel a couple of times!

You should be the driver of the said ambulance or fire truck. Drivers do the most unpredictable things when you come up on them while running emergency traffic.

The pucker factor goes up.

How could you pass it if you didn't change lanes, you'd hit it otherwise?

The law addresses the situation of an emergency vehicle on the shoulder of the freeway, not in a traffic lane. The law as originally written required drivers to change lanes (from the slow lane to the next one over) but that didn't work out - several cases of panicked drivers suddenly changing lanes and causing their own accident. Now it says drivers must change lanes or slow down if they're in the lane adjacent to an emergency vehicle on the shoulder.
