A lot of cloning. Crop, correct in Camera Raw, clone some reeds in at the bottom, set B & W points, Topaz Noise reduction, sharpen.

Removed as much dirt and dust as I could. Then I remembered this was from the 1960s when no one cared about environmental concerns, so some of it was probably pollution. Version 1. is cleaned with one of my plain blue skies (Polaroid app on the sky, lassoed) and additional clean-up using erase and clone in Luminar. Also used Aurora HDR (didn't do much) then a bit of tweaking in Luminar (not a lot more) - light, colour, foliage enhancement, contrast, details including a bit more on the background left formation.
