Open in PS and selected all the water without the rocks (that took a while) and applied motion blur in 3 directions.

A beautiful image Ryan. I use to play a lot of basketball at Laguna Beach, this reminded me of the beautiful sunsets I use to see there with so many beautiful hue tones. So since your in the OC, why not. LR to PS and into Topaz Denoise, back to PS, levels with a mask to isolate the foreground, didn't want to totally unsaturate the rocks, as there is glow from the sunset hitting them. 2 layers of saturation and then onto curves for contrast and vignette and selective sharpening . Then into Picasa for border and text.

There were a lot of great efforts in this week's challenge. I appreciate the time and effort that I know all of you put in as well. Almost all of them were a close variation to the my own final image that can be seen in the link below...

In the end I am giving the weekly award to Mozes. I like that he went a different direction with an overall different hue. Thank you all for your efforts.

cropped a little, made basic adjustments, converted to b&w, added a radial filter over the rider to darken background a little bit, a little adj brush lighten his face a little, to bring out the suck factor I would imagine goes with peddling a muddy road (only way I would be smiling would be with a motor and some knobbies) moved to PS for a bit of sharpening, thats about it

These entries are just for fun, not competing to win as I have no remote access to my raws right now.
