I will comment that my Lightroom 6 absolutely refused to activate without the internet.
It is not the CC or any kind is subscription either.

Exactly. You need to be connected ONE time on initial installation - you may not even know that it connected to Adobe but you will find this out if you do not have an internet connection! You can then disconnect the internet for ever if you so wish.

That was the exact issue with Office 2011 for Mac.

It required a valid serial number but no internet connection.
Guess it checked a self contained list of serial number algorithms.

If you had a code, you could put it on as many Macs as you wanted.
Invaliable to a broke college kid in need of Office.
