Benbo Trekker question

I just bought a Benbo Trekker on ebay, thought it would be nice for the occasional times when I want to photograph something on the ground etc.

Aside from the 'fun' of getting everything to align where I want it, no matter how hard I tighten the legs they still can move with just a bit of effort. Is that normal?
