...There are a few of them around there and they love dead branches with very little foliage that help give a good image capture if one can get close enough . They are also fairly good to get up on at this place I go although anything less then about 10 meters is pushing the boundaries with them ....I was about 12 -15 meters from this guy today although I started off at 20 meters and edged forward slowly a meter every couple of mins or so until I had him eyeing me regularly and I knew any closer and he would take off. And he was fine then for quite a while until another group of photographers came up to the tree the kite was in but approaching too fast and that was enough for the Kite to take off.

I have also found that about 10 metres seems to be the comfort zone of birds I have tried to approach, with some few exceptions. I do the same as you do : start clicking to at least get something then slowly move forward, stop, click, move and so on. I've even pretended to be a sheep, down on hands and knees, baa-ing - but that was when I could still get up again! The bird wasn't fooled, BTW.
