Photoshop is way too big of a learning curve in my opinion. Lightroom has 99% of what a photographer needs, plus you get to organize, tag your photos with keywords etc. If you get the monthly subscription, you get Lightroom and Photoshop for $9.99. I rarely use Photoshop, but when I do I usually have to look up the steps to do what I want.

I've Photoshop Elements 2021.
I'm not into massive editing, but that's pretty good IMO.
Can buy outright, not subscription. But it's Adobe and comes with stuff I'm not interested in but can't uninstall.
