It's generally viewed as an acknowledgement that there's something off about the subject or composition that the photographer is trying to remedy. Effectively photographed, a subject will attract the eye's attention without use of a process that many experienced photographers view as a gimmick that shouts out to the viewer, "This is what you're supposed to be looking at." The immediate handicap is that taillight trails are not an inherently interesting subject. I think the image would be better without them. Joe
