Is this a Juvenile Rough-legged Hawk not quite sure. Also looks like a broad winged hawk

That is a light morph Harlan's Red-tailed hawk. What an awesome find! Take a look at the dark markings on the leading edge of the wings near the body. Those marks are usually associated with Red-tails. The tail with a mix of rufous, and white near the base with dark mottling is indicative of an adult Harlan's Red-tailed hawk. They come in both a light and dark morph.
