I'm trying to help a friend get something very similar to what is pictured here. I'm assuming a professional did this. Supposedly, there are not prints inserted into openings in the mat but it appears the images are printed directly on to the mat? I have not seen it in person - only have a description and this image.
I appreciate any help anyone can give!

This is quite easy to achieve in Photoshop where you can place each individually photo (and the text) on separate layers.
You just start off with a "New File" sized to the final dimensions of the print.
Add the background you want (or backgrounds and use blending options to create a specific look)
Get each individual image sized, cropped and processed to you desire.
Bring in each photo onto its own layer.
Move the photos around to line up where you want them.
Add a stroke and maybe a drop shadow effect to each.
Add text to another layer. Format as desired. Drag it to its final position. Add any text effects.

The problem is if you do not use a mat board, the photo will be touching right up against the glass. This will cause the print to deteriorate much faster. The mat will provide a bit of separation so that the print surface does not come into contact with the glass.
