I'm conjecturing here but: My guess is that the one receiving the mouse is a gravid female. Either that or he is courting her. Why else would one owl give another owl food? It's way too early to be parent offspring.

I know Alberta 's climate is different then Kelowna's,,,,,but a great horned owl has produced 3 young that out of the nest and have been for a few days now. So might not be too early at all.
