I just noticed this a few days ago on my HTC one smart phone (running Android). When I'm looking through the notification screen while scrolling through the list I noticed that the screen underneath scrolls instead of the notification window even when I am in the middle of the list.

After a reboot it seems to have gotten worse. Little to no scrolling capabilities in the notification window.

Thanks for the report.

Can't reproduce that problem with my Nexus 7, updated to latest Android and Chrome. The scrolling capability is basic CSS, and there has been no changes to that code in a long while.

Try tapping an empty area in notifications before trying to scroll it.
