possible scroll bar bug

I noticed today that if I zoom into a page on the forum (I did it on my touchscreen), the scrollbar, as you might hope, is not affected and stays at the right edge, but it no longer scrolls, and trying to move it with the pointer highlights/selects the images and text. If I move the enlarged page all the way to the left, then the scrollbar works as expected.

I am using the latest Chrome on Windows 8.

There is no code in forums that touches functionality of scrollbars, scrollbars should work just like Chrome coders has done them. I tried zooming in with Windows 10 latest Chrome and I can not reproduce any problems with scrollbar. Maybe the problem is in some of their code which handles touch zoom vs. content repositioning, but unfortunately I can not test it (or fix it).

OK; thanks for looking. I didn't think to consider that this might be a browser function. At least I had the intuition to write "possible" scroll bar bug.
