I will say what works best for me. I always by used photo equipment as I do cars. I let the original purchaser take the major hit of depreciation which is immediate. I also try to buy photo equipment that is not cosmetically perfect as you will almost always pay a premium for that and I know the first time I put a scratch or nick on a perfect lens or camera that I just lost my ability to resell, if I decide to do so, at near or exactly what I paid for it.
Anyway, I'm looking to buy at a price today knowing that I can possibly get all or most of my money back tomorrow without having to worry about damaging or devaluing the equipment as I use it. For me, this takes much fun out of photography when your constantly having to "baby" your gear every moment. I have found that sometimes it absolutely zaps my creative focus.
So to answer the original posters question, no I would never pay higher as there is an abundance of nice used photo gear much cheaper than refurb prices. I look at refurbed camera equipment like car dealers selling used cars with a warrantly. I'm going to buy from the individual, do my homework so that I don't get burned and again, come out in the position that if I need to sell that car I take a minium hit on depreciation.
