Lithium needs to be stored in a charged state. You shouldn't worry about charge cycles, you should worry about voltage. If you store it at a low state of voltage, you will harm the battery.
The OP is storing his battery and checking it out and found it to be almost dead. Granted, that's from the camera and it being stored in the camera. Stored in a charged state (40% or more), it should sit just fine for years with minimal loss. But if it is losing charge over time in just a few days or weeks in the safe, then it will need to be charged and kept in a charged state so it would be prudent to check it periodically. That battery would be faulty or end of life at this point if that's the case.
There is no need however to monthly charge a lithium battery that is healthy, if it's known to be healthy and being stored in a charged state. This comment was directed at the OP's current battery state and situation.
