Can anyone ID this lens/gadget

Was reading an article on distracted driving and they have pictured what looks like a telephoto lens but it has a bend in it.

Anyone know what this thing is? Telephoto mixed in with some special police gadgetry? or simply something on the body side so the officer doesn't have to bend over which is evidently cheaper then simply raising the tripod?

To me, it just looks like a regular telescope with an angled eyepiece which has been adapted to attach to a camera.

A lot of them have replaceable eye pieces with varying degrees of magnification, and some you can adapt a camera to fit on.
