Photoshop Elements 13 issue with Windows 10 and or 4K screen problem.

I love the 4K Monitor for editing, its a dream , but I hit an issue last night.

I was using the Distort / Liquify tool; and althoughnthe mouse went exactly where I wanted it to, the shrink and expand functions didnt work properly.
Bt that I mean, if one wanted to shrink an item and set the usual size of brush, it was as though it wasnt responding properly. Instead of say expanding in a uniform way it was as though only a small effect was created. To rectify this I had to get the centre much closer to the line I wanted to change, and the effect was less than on the Laptop.

So I thought I would go and adjust it - brush sensitvity and pressure sensitivity. Ooops discovered these control boxes were greyed out?

Thinking I had an installation propblem, decided to try the old Laptop.
So I hopped over to the 1920x 1080p laptop, and then I discovered they were also greyed out.
This machine was also upgraded to Windows 10 Home.
Q. Does Elements 13 support Win 10 ?

But with the same size brush, on the Laptop it shrunk and expanded perfectly on the default setting.

So it looks like 2 issues

1. It appears PSE 13 isn't working properly on Windows 10.

2. Could this be a Monitor/GPU/Monitor issue - in 4K . Due to refresh rates etc.
This monitors native setting is 3840 x 2160 at 60 Hz. It says it has a Response time of 14ms grey to grey ( what is that) surely it refreshes every 1/60th of a sec?

I was considering upgrading to the newer 27" version in this lineup and that has a Response time of 6ms grey to grey.

Could this be the issue, or is it a GPU limitation? The GPU is MSI GTX 970 4GB RAM Gaming G4. SomImassume that is more than up to driving this monitor?

Q Does anyone have PSE 13 and Windows 10? Could they see if the brush pressure box is greyed out. NB I am really not very au fait with this sw.
Q Could the difference in reaction of the click on the shrink/expand feature be due tomthe monitor.

Any help appreciated.

Oh well my first negative regardi g the 4K screeen / setup. :(

But nit the end of the world as everything else seems perfect.

Am I right in that there is NO Support for Elements, just a user forum, that is hardly ever updated run by users?

Do a Google search and you will find that lots of people have issues with PE13 and Windows 10. Photoshop evades the issue by stating PE14 is fully compatible with Windows 10. An upgrade is US $80; how convenient for the coffers of Adobe!

I Was afraid you might say that!! Upgrading PSE is a nightmare as it litters the registry with impossible to remove crap.

I have found its far simpler to reload the whole os. I note thEy do say its OK to have 2 different version copies on the system, and they do have an extra unistall program that 1/2 works.

So spend more money but will it actually work!

Oh well discovered, PSE 13.1.( latest update) does not support 4K screens.
The default here for this monitor is 200%.
Well the mouse doesn't work properly at 200%!!!

But if you down grade it to 100% then it works perfectly, and looks great, other than all the menus are tiny writing, and so is the text in Office 365.

The pain is it takes a reboot to lock the setting in PSE 13.1!
However that strangely works in my favour to some extent as one can make it 200% for Office without a reboot.

Although there is no support for PSE 13 , I got through to the PSE Chat support for ver. 14.
Reluctant as he was , he said they had the same problems and more with the HiDPI setting and 4K monitors on Ver 14!
So I elected to leave the setting for PSE on 100%.
