On my Canon 60D in manual I can not change the aperture anymore. It is fixed on 13. I can change it in the other modes - so probably not a aperture problem. Same thing for different (Canon) lenses. The setting for the dial lock is disabled - can't be this setting.
Any other ideas? Is there an option to reset the entire camera?

Are you using a battery grip on the camera?

There should be an option to reset camera settings and one to reset custom functions; the second would be the suspscious one in my mind.

On the older XXD bodies, such as my 50D there is two positions on the power switch, one of which locks the rear wheel. On the newer XD cameras there is a separate switch for the wheel lock. I am sure that there must also be an option on the 60D that has the same function to lock out the rear wheel. I would suspect that this has be accidentally set to lock out the rear wheel.

I am only aware of a setting to engage the lock with the option of using an UNLOCK button to release this lock temporarily. If anybody knows of an other hardware based lock - please let me know.

Using the menu for resetting the camera did not change anything.
I am afraid that I need to get this repaired. What a bummer. May be a good excuse to get an upgrade?

Did you do both of the resets? Camera Settings AND Custom Settings?

Does the rear dial still operate correctly in conjunction with other functions?

Yes.

I couldn't find anything. Exposure compensation (in TV) or any other settings I try to adjust with the wheel fails.

The second "wrench" menu, bottom option, Lock (*) wheel. If you disable that, the Unlock button will be superfluous. If Lock is enabled, the unlock button unlocks the wheel for 4 seconds.
See page 42 of the English language manual > Using the UNLOCK button

Does the wheel work to scroll through photos (backward and forward) when viewing on your SD card? The Lock function should not effect that.

Oops, I'm starting to think there's a camera problem, but I guess you feared that already.
I'm sorry, I can't think of anything else, except maybe remove the battery for a day or so, see if that changes anything.
Good luck.
