For practice and fun I take pictures of cars going by on a busy road near me. Example below. I am slowly getting better at the photography part and the Lightroom part, but I would like to learn more about making the asphalt darker. I would like to create some sort of effects plugin like the teeth whitening plugin where I click the brush and then an "Asphalt Darker" effect and brush over the road. And I want to learn how to do all that, not buy a plugin or effect. Would someone explain this or point me to tutorials or videos that include what I need to know to make this happen?

In LR just paint the asphalt with the adjustment brush, then apply exposure and shadow to taste.

Take out an adjustment brush, set clarity to full and go to town; gives that dark and a little wet look.

There's also not much replacement for seeking out good paved road that's clean and freshly painted and taking shots there.

Essentially, you are going to use the adjustment brush to paint over the asphalt, like PineBomb says. But, then you can save those settings as a brush preset, if you think you will be doing it often. But, yeah, play with the exposure, shadows, and clarity settings after brushing over the asphalt, until you get what you like.

I don't use LR for localized adjustments, but just for fun I took it into PS and played around and it's pretty easy to get the effect you are looking for in a couple of minutes using selections to isolate the road, then burning.

In the shot above I would do it slightly differently to start, but it would amount to the same thing in the end. Assuming we are talking about LR 6/2015, I would use the Grad filter (from the bottom up) and brush erase the car.
