It is a memorial to the Confederacy, the attempt by the southern states to break away from the Union, leading to the American Civil War. It has Jefferson Davis, the president of the confederacy, and Stonewall jackson and Robert Lee, two military leaders. Needless to say, it is very controversial, given what the confederacy stood for, and the undeniable fact that these guys were traitors to the nation. I'lll leave it at that, since POTN is not the place for political discussions.
