They can. That's a one-way sign. It means that all traffic except cycles must turn left. Cycles can go anywhere they want. And they do. Even where it's actually illegal to go.

This gets a lot of zip out of a very ordinary scene because the angles of the arms do a great job of showing people interacting. Postural clues to movement and weight of the bag make it seem more real.
