When I change the settings in the Focusing Screen I don't see any changes on the focusing screen. No matter what I select the focusing screen remains the same. Is there another setting somewhere that prevents this setting from responding to changes?

I assume you mean the 60D, not the D60. Did you physically install a different focus screen? The one that comes with the camera is the Ef-A. The setting should correspond with the screen you have installed. You can purchase the other two screens and replace the one you have now, but understand, the camera only supports installation of a single screen. You cannot change them on the fly. Although the screens come with an installation tool, it does require some care and manual dexterity to install it properly and safely. Below is what each is for. Just changing the setting without first installing the corresponding screen is not appropriate since you are now using the wrong setting for the installed screen.

Ef-A - Standard Laser Matte focusing screen

Ef-D - Precision Matte surface with etched grid lines.
The camera’s AF points remain fully visible.
Focus characteristics are suited to most
lenses.

Ef-S - The Super Precision Matte focusing screen is
optimized for wide-aperture lenses from f/1.8
thru f/2.8. Areas that are slightly out of focus
appear more out of focus, making it easier to
tell when focus is right-on. It is ideal for users
who frequently use manual focus in dim light
with fast lenses.
