Reverse Av and Tv on Main dial and MP dial D60 and D70

I want the main dial on my cameras to control Av and the DM dial to control Tv

On my D70 I am able to switch the action so it works that way but I haven't found a way the switch those settings on D60, so I've forced to set the 70D to match my 60D.

May I ask to clarify, are we talking about the Canon DSLRs 60D and 70D?
Also, DM and MP dial?

The "Main dial" on Canon DSLR (the one above the shutter release) changes which it effects, (AV or TV) depending on the mode the camera is set to.
