Bracketing settings; Quick Control not working

When I use the main dial to set the Bracketing range, then spin the Quick Control Dial to change the center Exp point nothing happens. I've tried this on both my 60D and my 70D. I remember this working as expected in the past, so what's happened? Is there a menu setting that prevents this option from working?

Use something besides Manual mode.

Yes, that seems to be a likely reason. On my 1DX, this works in all modes except M with manual ISO selection.
