What Generates YouTube Follow-Up Suggestions?

One of the big reasons I prefer Vimeo Pro for video hosting from my website is that I can dictate what videos are suggested for further viewing at the end of a video--specifically, I set it to show more of my own videos.

Unfortunately, there are some circumstances that I have to use YouTube. Does anyone know what generates the follow-up suggestions on YouTube? Will they be suggestions generated from my own YouTube account? Is there a way to make them at least totally random or locked to a particular YouTube channel?
