How was this photo processed in lightroom?

I came cross this: http://imgur.com/a/5ZK​Fo#iLTfo6G (external link) photo this morning and i loved the color tones, how is something like this created in lightroom? I think it's more than just a generic VSCO curve with desaturation and decontrasting, any ideas?

Well shooting it on a damp dull overcast day also helped, but I would say just a low contrast curve, and some desaturation would be about it. no sign of any split toning or anything clever. I don't think they have done anything clever at all, just a good exposure, with minimal processing.

Agreed. Also, the blur on the water suggests a tripod mounted image and possibly a variable ND filter. I'd guess half a second or a second on the shutter.

Looks to me as if the Luminosity of the blues (and possibly other colours) has been pulled down a little.

My first step would be to create a bit of a S curve.. lifting the blacks and pulling back the whites a bit.

The film look?? Try to adjust the color balance Shadow tonality. More Cyan than red. More blue than yellow.

destaturate a bit, make the blacks a bit blue with levels.
