I'm having trouble finding clarification. In short:

1. Do all the video formats have the same 1.7 crop limitation?
2. Do they all have the same ultra inefficient coding or do the lower resolutions support some of the more efficient norms?

Frankly: I couldn't care less about 4K video but it would be fun to combine the full FF sensor (no crop), my DSLR lens qualities, and the awesome 5Div AF at 720 or 1080 resolutions without breaking the bandwidth-bank in PP.

Great references, thanks! I'll work on digesting it but I think that answers my questions.

The gist seems to be that it has all the video capability it's predecessors have with some improvement, plus the crippled 4K.

With so much attention given to how impractical the 4K implementation is, I was left thinking "holly s$#t, what a step down! I'll pass on file sizes that big, thank you." Besides the fact that I don't own a 4K TV, I'd likely compress it onto YouTube later anyway.

I just want a to take FF clips at a passable HD quality just like on the Mk ii and Mk iii but with more usable AF. I see now that I still get my "regular" FF video with the benefit of vastly improved AF!

As a bonus: That article mentioned that the 4K implementation grabs a full JPEG image for every frame. So in effect, I could record sport clips at 30fps and pull out individual high-res frames to keep as stills! Wahoo!

Yes, you can pull out a roughly 9Mpx still from the video, so that would be interesting in a sports env. However, I don't think it would be practical to have hundreds of 5-8 sec 4K videos just to pull out one frame from 30 in a second. :)

There would indeed be other applications though, where that kind of processing could produce some great results! Motorsports during a big collision or rollover for example... Or the traditional "cake smash" at a wedding.... :D

I could see a niche fan base of the CODEC format for stuff like that. 9MP is nothing to sneeze at as a trade-off for catching that exact perfect yet fleeting moment.
