Shot was taken at Merritt Island along Black Pointe Rd. Flowers look a lot like cotton balls when opened.

Is it a native or possibly landscape / garden plant? It reminds me of white Crape Myrtle, although it's a bit unruly looking.

I've got those things growing in the pond in back of my house. I think it grows wild all over Florida. They're horribly messy, those little cotton thingys blowing everywhere and sticking to everything and they make my eyes water and itch and my nose burn. So their name would be pain-in-the-butt plants.
