there is definately issues with the recent roll of film, It was purchased new from a shop still in date, used in camera for under 3 weeks and developed straight away. This was about 3 weeks ago.

You posted two pics, and they came from different film...

So the film itself is relatively newly processed, so the dyes in negative should not at all be an issue.
In view of the downturn in volume of film shot, I can certainly easily lay blame on poor process control of the lab...they have to meticulously test and set up processing machines each day, and low volumes of film processed can cause issues. A well maintained photo lab should run control strips at the start of every day (or second day) if they are a busy lab. Once the control strip has been developed, it is measured by a densitometer, and the results from the densitometer are used to calibrate the machines, ensuring that color levels and chemistry are correct.

Yeah, the film is recent, so should be OK. Don't know what the cause could be in that first pic. The colors can't be fixed by simple white balance adjustment. Maybe it's the film, or the film processing, or heat exposure before processing. I doubt the problem is with the scanning.

What are the other shots like on that roll? Have you had any printed at the local discount photo printer?

I wanted to add that in any case, you would want to learn how to color balance a scan, and depending on the pic, fix color curves to deal with color problems like in the first photo.
