But, as stated above, you can do it anyway. You just have to walk over to the slave to set the power ratio.

Are you sure? I got the impression that he set it to slave and manual mode. That doesn't work. It must be an independent slave in manual mode (obviously, as independent slaves can't be in E-TTL mode). As an ordinary slave, the flash can be in manual mode too, but that doesn't work with the ST-E2 as a controller.

We need confirmation from the OP that he knows the difference between a slave and an independent slave. Many Canon flash users don't, I've noticed.
