what more do i need (PC) to work with 4k video

i know about proxies ,, i'd rather not go that way.

so i had a computer built a few months ago.. i know/knew its not top of the line , i didnt expect it to breeze through 4k ,, but i did expect a little more than i'm getting..
any one care to make some suggestions as to what i need to upgrade ?

current setup ..

Asus strix x99 mother board
intel 6800k
asus gtx1070
1gbSS drive
32gigs ram

so when using premiere pro to edit 4k video .. i make a few basic adjustments.. exposure , shadows , highlights , saturation .. cut here , cut there.. basic moves.. and that is enough to bog things down.. not to a complete stand still , but definetly enough where it becomes very frustrating ..as i'm constanttly waiting on video

9 out of 10 times i'm exporting in 1080 , so for now ive been capturing in 1080, how ever i didnt buy a pair of 4k capable cameras to capture in 1080 , i'd like to take advantage of 4k and all its bonuses

when editing 1080 video, its mostly smooth sailing .. only after all the basic adjustments + LUTS + transition effects+ 3rd party effects ..etc etc.. then here and ther itll hesitate for 2 or 3 senconds

i dont think its the ram ,, i've been monitoring .. and i dont think its ever used more than 20 ( if even that much)

so its either the processor or GPU..
as far as my research shows .. premiere pro will only use dual gpu for rendering and export .. but not playback,, so dual wouldnt really help my problem..
maybe an upgrade to gtx 1080 gpu? The GTX 1080 has 2,560 CUDA cores, while the GTX 1070 arrives with 1,920.
decent bump , but enough to make a significant difference?

or could it be the cpu?
i7 6800k ,, 6 cores aint bad .. but in terms of video workstations its nothing to brag about .. i've monitored and all 6 seem to be active and putting in some work when i'm doing processor intensive actions

my gut instinct tells me (but my gut is not extremely knowledgable when it comes to pc),, i need a better processor ..next level up is the 6850 ,, i dont think that will make a significant differnece.. as it has the same number of cores and threads.. 6900 or 6950x .. YIKES!!

any input would be appreciated

Are you sure you have CUDA enabled?

or could it be the cpu?

yes cuda is enabled.. thanks for the input everyone..

based on what i'm understanding .. while a titanx would help. i think ugrade of processor would be more beneficial.. but only if i go for big $mama$ 6950x..

hmmm... i think i will try to learn to mess with proxies .. for now atleast .. roughly $1600 bucks gets me a really nice fast prime .. or at least one source of semi Pro level lighting.. etc

It's going to be hard for even high end systems to render high quality 4k video effects (depends on the effects of course) live for a while yet. I haven't done video work for a long time but even back then proxies were invaluable. Changing up your workflow with proxies (plenty of tutorials on youtube/etc) might make your life easier in the long run.
