While exporting images for use on the web eg. for posting on my blog and social media website, I normally use “save for web (legacy)” option and export it with 60% quality and as progressive.

Is there a way to further reduce file size, without impacting image quality?

What settings do you use while exporting images from Photoshop for web use?

I'm still using CS6, but assume this is still there in CC. In the Save For Web screen click the down arrow just to the right of the Preset drop down, choose Optimize to File Size, and enter a size in the resulting dialogue box. Easy enough.

Save for Web has been depreciated in the latest CC version of PS. It has been replaced by a very similar export function, that allows very similar control over the output. It has a new quick option, that uses as set of saved options. This new tool is though lacking the max file size option for JPEG files that is available in SfW. At the moment SfW is still included as a legacy option, but it is only a matter of time before it vanishes.

I have to say that I don't use either of these options in PS very often anymore, since I use LR extensively, and use it as my main image viewing software on my computer. So I only have my RAW and master edit files stored locally. I just export from LR when I need a file to post etc. LR makes this really easy since you an save export presets, and of course the LR export dialogue still has the max size option.
