I may be able to snatch up a 5DII for about the same price I got my 7D recently. So, that being said, what would be a good replacement for the Sigma 17-50mm?
Multiply the crop lens focal lengths by 1.6 to get the equivalents that you would need for full frame. 17x1.6 = 27.2. 50x1.6 = 80. So with a 24-70mm lens, you would gain a bit at the short end but lose a bit at the long end. If you need the long end, there are several good options in the 24-105 range depending on your budget (Canon f/4L V1 for about $400 used, then two others from Canon and one from Sigma, priced between $600 and $1100 new).

And, is it possible to match the performance? [...] Or, is it better to just stick with the 7D and Sigma for the price difference? Can't make up my mind.
That depends on what aspects of "performance" are important to you. The 5Dii has more MP, but the 7D has more AF points and more FPS. That's just the beginning. There are a ton of other differences between them. What kind of shooting do you typically do? What benefit are you hoping to gain from the 5Dii?
