They look like trashy junk laying around here and there. I'm often seeing people riding them irresponsibly, i.e. two people on one scooter, on sidewalks, cruising through traffic with no helmet. I like the idea but think it will quickly spiral out of control. Honestly, I'd like to see them go away. Aside from the novelty of the ride they're not really contributing much to the community.
