My use would be for outdoor sports such as football, shooting close to ambient and using the flashes HSS to add just enough light to give the images "pop" and good color.
Since I'm shooting at 400mm I wonder if a pair of V860CII speedlights zoomed to 200mm gives me more light than the AD200 with the fixed Fresnel head? Anyone know what the Fresnel head is set to? I assume somewhere in the 28mm range but can't find it listed.

The Fresnel head is reported to be fixed at 35mm.

As to your which has more power I dont think you could answer that without having set distances. Just to many variables.
You missed the part where I tested the AD200 with a better beamer flash extender,. 
The one that fits the 580EXII/600RT works fine on it, and will put the light out there very nicely for 400mm.
Pretty sure that that set up will outgun 2 860s
If your not familiar,m the better beamer instructions say to set any Zoom head to "normal" 50mm or so,. so using a zoom speedlite @ 200mm with a better beamer will be less effective than using it at 50mm.
My test with a 580exII showed that using the beamer with the zoom set to 35mm vs. 50mm was near indistinguishable.
