Does anyone know what would cause this flickering. Shot with Sony FDR-AX100, in 4K

That looks like some variation on rolling shutter, a common problem with CMOS sensors.

If you scroll down to the "Day and Night Video" section of this page (external link)you'll see a description of the problem and a couple things that can help.
