I was looking at the prices and there is quite a difference in price for almost the same focal length lens?

EF-S lenses need to be modified to fit on a full frame body and sometimes, at some focal lengths or focus range the mirror will hit. Dave

You could mount a Sigma DC (or any third party "EF-S") onto a full frame camera if you weren't worried about the mirror clearance issues.
