In a perfect world:

1) I could queue up dozens, if not hundreds, of photographs.

2) Select a predefined aspect ratio area.

3) Crop

4) Save to a predefined resolution

5) Next, Next, Next

Depends what you mean by 'predefined aspect ratio area' - is it height and width starting at a given fixed coordinate?

Irfanview could do the trick. There's a batch feature (see screenshot below) and a commandline feature.

3) Click on Advanced Options, this will open 4)
4) define crop area
