But if I click on a thread that is still available and not closed, the options shows up. If that is so then it is bug. I reopened the thread now, see of you can now give feedback. Shouldn't the buyer be able to provide feedback for a transaction? Maybe when the thread is closed due to a sale a name of purchaser can be added to allow for feedback. If no name is provided or after feedback provided the thread can be officially locked?

Later, even if the thread is locked, as long as you have a reply in that thread, you can leave feedback. The locking of a thread should not prevent feedback tools from activating, IMO. I had a good transaction but cannot give feedback to the member.
