I was 5 metres away. They will usually sit still until you get within 2-3 metres and then they will leave. From accounts by David Fleay, author of 'Nightwatchmen of Bush and Plain'. I also saw this behaviour when a scissor lift was used when a Powerful owl took up residence in a warehouse in Sydney. I have been around 2 metres away a few times, all accidentally, but the Powl remained where it was in those cases.
I have had one fly directly at me twice, over several months, close enough that I felt the wind as he passed. I think he was just hunting and I happened to be in the path he intended to use. I don't think they see people as threats. I try not to be surprised by them and will shield my eyes with my hand if I get the chance as the two cases I am aware of when people were attacked they go for your eyes.

I was looking up, to my left into a figtree, a common roost but could not see any Powls. So I was about to take another step to continue on to another roost when I realised she was very close to me, on the ground! The fig tree is on a steep hill so on one side of the tree they are about 20 metres above the ground, on the other side the branches hit the ground. 2nd shot shows why they are sometimes called a 'Hawk owl'

Our Tawny Owls will do that. The English photographer Eric Hosking lost an eye that way. He entitled his autobiography "An Eye for a Bird".
