I have the 200 GB plan through iCloud and I have enabled the feature that allows my iPhone to move pictures to the cloud to keep space available on my phone. What is the best way to get all my photos that are now in iCloud, on to my computer so that I can get them into my general backup process and also into Lightroom. Because iOS is offloading these pictures, its not as easy as importing from my iPhone into Lightroom.

On a Mac, it should be as easy as setting up the Photos app to sync your images to your computer. Once there, you should be able to move/backup however you’d like. You can also download iCloud for windows, of you’re a Win user. I have no experience with that.

Worst case scenario you can login to iCloud.com and you should be able to access your images from any browser.
Once on your computer just import the folder to Lightroom as usual.

Another way (if you use LR CC/Classic) would be to import your iPhone photos into LR mobile and that would sync them over the Creative Cloud to your computer.

Enabling iCloud for photos gives you a copy of the set of cloud photos you have. If you want to make a copy of the pics you need to use the export functionality of photos to make a local file (non cloud) copy.
