Can someone pull my Facebook cover photo and re-post that image in a FB comment thread? Is this just uncool, or is is illegal?

It depends on the context. If they are posting it, in order to comment or critique the image, that would be Fair Use. If they are claiming it is theirs or using it for their business then it would not be acceptable.

Your user agreement with FB does allow others to share within FB - but that means use the FB share feature (which preserves a link back to you). It does not mean download the image and then repost it from their own account.

If you don't want it used and the person wont take it down probably the easiest thing to do is report it to FB https://www.facebook.c​om/help/40028785002771​7/ (external link)
