These points you make are big for me as well. I've had a discounted version of photoshop 5.1 for years now, but I'm actively moving away from adobe, to the point that I even suffer through gimp once in awhile just so I am at least used to it. I will not pay for certain software if I cannot install it locally. I know for some, the cloud is the trend, but it's really only a control oriented money making gimmick.
I think we will start seeing even more competition in the near future. Affinity Photo is impressive.There are a few different versions of gimp, with gimp by itself being around for awhile now. Plus, the open source image manipulation libraries keep improving, which makes it easier to develop new applications.
In case you are not aware, Photoshop and/or Lightroom (current versions) do install locally on your PC. It is simply that on a regular basis the PC needs to connect to the internet to get validation from Adobe that your tithing has been paid, or else the program goes into 'crippled' mode (limited things it will do for you) until paid.
it only needs to communicate monthly to make sure you are still using it. If you don't use cloud storage it shouldn't matter. You can use it without an internet connection and when you get back in contact you can sync to the cloud if you want to. If you have a concern pay for the year. I did because I don't want to be reminded every month.
