Enlarge image - Lr or Ps?

Currently, I take images with a 7D2 (20MP) and 6D2 (26MP).

At 300ppi, I know I can comfortably print 12x18" without having to enlarge the images. Occasionally, I like prints of 24x36. I have been exporting straight out of Lightroom at 7200x10800px but I recently was reminded of 'Preserve Details 2.0' within Photoshop.

I tried to do a little testing and exported a few images out of Lightroom at both native size and 7200x10800px (all at 100% quality JPG). I then took the native size JPGs and resized in Photoshop to 7200x10800 using 'Preserve Details 2.0'. I then reviewed the images side by side at 100% in Photoshop. I couldn't see any quality difference.

Does Lightroom use something similar to 'Preserve Details 2.0' when exporting an image at a larger size? Between the two (I'm not looking to purchase ON1 Resize), is there a preferred method?

The hard part is that little information about how anything is done is usually provided, combined with the fact that a lot of software features in one are probably ported over by Adobe to the other. There might be some attempt toward differentiation via range control on some parameter, but the issue might be while one goes interally 1-8 and the other goes 1-10, both show controls from 0% - 100% adjustment.

I don't enlarge images but I have been reading LR is better at it now. As for PS this is a little dated but may be helpful.
