The x-T3 also has a new back illuminated sensor so produces less gain noise as it is better at gathering light, overcoming the increase in pixel density to some extent. Fuji did tune the output for an improvement in the lower ISO range. Fujifilm cameras and lenses.

They should have concentrated on the other end of the scale where it can be compared with other sensors in low light. 'That much' not sure how to measure that but I can shoot at ISO 80 and the images are nice to work up. High ISO is about the same as the X-T2 Fujifilm cameras and lenses.
