Please ID this bird

I've never seen one, I am quite sure.

No better photo available; it was shot directly opposite the sun's reflection
on the water. This was standing on the fountain float in my backyard pond.

With the hooked bill, it seems a seabird or carrion bird to me.
However, being nowhere near the sea or deserts with carrion,
I've no clue. Anybody?

Don't *need* ocean to see these guys; any large body of water providing decent fishing will be an attractant for them.

It puzzles me how I don't recall ever seeing one if they're
so common across the North American waters.
I've spent most of my 50-plus years here in Michigan,
and we've got more water than most places.
