The horizon looks tilted in this image. How can I straighten this in LR? Thank You.

you're in Southern California...what you see in the photo is proof that the Earth is an obloid sphere, and not flat

 :p

Lots of photo editing software have tilt correction capability in them. You need not use LR for correcting RAW.

Maybe a curves adjustment as well?
